Services.msc mistake

Long story short my PC is only recognizing 16 of the 32gb installed. I tried quite a few “fixes” and one of them I shouldn’t have. I thought I read on a page to check “limit ram” and I saw it had 16000 or so, like an idiot I changed it to 32000 and when I closed out it changed to 0. I didn’t think much of it but when I rebooted I’m in a loop now and cannot start windows. I can’t do safe mode, I can’t do system restore, I can’t erase and start over. I tried to create a windows boot usb drive but that’s just a black screen with a flashing cursor. I finally found on a few sites, and even here, I can go into CMD and delete truncate memory, it said successful but it still won’t boot up. I’m completely at a loss here. Any help or ideas would really help me out. Thanks so much.

Hi and welcome to TSG.

How did you get to a cmd prompt ? What did you type when you were in there ? What has Services.msc got to do with this ?
