If it was NEW and page 10 tilt lever and lean back on chair does not work, then presuming you have not assembled something incorrectly
see page 4 and 5 cables and levers
Mine is not SERTA but when I got it years ago, the lean back had to be quite forceful for the tilt to work
It can be adjusted as shown page 11 - tension on tilt

I can only suggest if possible with it being a gift, a referral to the supplier (I mean of the chair) not the person who gifted it to you

Thank you all for responding, the chair is made by True Innovations for Serta , they were no help, they wanted me to buy parts, the chair is brand new

James the tension is tight on the bottom knob , I could move the knob and I have loosen it, there are no kinks in the wires, the tilt adjustment mechanism goes down but the chair does not tilt backwards ? the weird thing is the up and down mechanism works fine

What the others said. :) I know this is a simple and dumb observation, but make sure you feel that level actually click out of the "locked" position. Some chairs those levers can be really persnickety.

I would not
With it being new, you attempting to dismantle the assemby, by which I presume you mean the plate to where the cables and lever arms are fitted, would IMHO be most unwise if you intend to try and claim your rights for a replacement/repair or perhaps I should say the rights of the buyer, whoever that was.

I cannot understand why SERTA refers you to the maker of the chair, surely the responsibility is theirs - SERTA, certainly it would be in the UK. Is it different in Canada.

Hi James, I turned the nob 3/4 ways down, should I take the assembly apart ?

There is an up date since loosening the nob the chair is tilting but I can't figure how to lock the chair in the tilt position

Without being there, it's a little hard lol I am basing it of my wife's chair but with hers, I would lean it a little then lock it with the lever... that may not be the case for your seat.

So to confirm, if you push it down while you are not tilting, then it will allow you? Can you push in?

Dan
open the lever on mine it is pull forward
lean right back
now with your weight on the back of the seat
push leave back again

I have never known one that will not lock in tilt of back position
There may be some but the two I have now and the one previous I had both locked on tilt

One of them is lever on left as you sit in it - forward and then back
and one of them is lever on right up and down.

For yours as far as I can see
While seated, reach under the left side of the chair to find the lever. Push down the lever and lean back to allow the chair to tilt backwards.
Keeping weight on back of seat, pull lever upwards
