Review in Event Viewer why it stopped.

Go to services and double click on Security Center and click on start. You should also make sure it's set to 'automatic' if you want it running at boot time. If it is 'disabled' you will need to set it to manual or automatic BEFORE you can start it.

Right click on My computer, select 'manage'. Look in the left hand list for SERVICES, click on that it will bring up a list of services. Look for SECURITY CENTER. Double click on it.

Change to 'AUTOMATIC' and click on START, Then OK. Close computer manager.
