Screen Flicker When Setting Refresh Rate Above 60hz

Hi,
As the title suggests, my monitor screen flickers very badly when I set the refresh rate in Display Settings of Windows 10 64bit to anything above 60hz. I'm using a Pixio Prime PX7 monitor. I am on the latest BIOS version.
I have tried downgrading the display driver, and then it works at higher refresh rate, but only until I restart the PC. Then it starts flickering again. The flickering is more apparent in games, than on the desktop, but its there. I have also tried changing the the display port, but to no avail.
Please see the video for reference of what I'm talking about. How do I confirm if the problem is with the graphics card or the monitor? Any help would be greatly appreciated.

Edit: The attached video was a screen capture, which didn't show the screen flickers, but it does show that the frames drop to 20-30 fps when there is a flicker. Here is the video from my phone. Apologies for the shaky camera.

But my resolution is 1440p which is 2560 x 1440 via a DisplayPort 1.4. So I should be able to reach higher FPS. Also, even if the graphics card can't handle 144fps, my screen shouldn't flicker like it does in the video.

Okay then, what should a video card do when you attempt to get it to run at a higher refresh rate than it was designed to handle?

Well, the 5700XT is designed to handle 5k(5120x2880) at 60hz. I'm trying to run it at anything above 60hz in 1440p( 2560 x 1440 ). Please tell me why it isn't designed to handle that?

If you refer to the link in your previous reply, it says right there on the top, that it supports [email protected], which is way above what I'm trying to do which is, again 1440p(2560x1440), in case you are confused.

I'm afraid I don't have access as to "why" Sapphire would do what they do, or why your particular unique setup causes the screen to flicker when you try to " run it at anything above 60hz in 1440p( 2560 x 1440 )."

What I posted above was simply to show you what the manufacturer stated in their literature.

Does it flicker at "[email protected]"? If so, I would contact them directly for an answer, or replacement.

That makes no sense. You just answered your own question. It is designed to run at a given setting ie 60Hz. You are attempting to run a component above it's rated setting and you ask why it does not work???

Gee the engine in my car has a red line @6000RPM; why did it spin a bearing @7200RPM???
