Save-as menu disappearing all programs

Hi all,
When wishing to save a file into a different format using WORD or IRFANVIEW or WAVELAB or all other programs the save-as option list appears fleetingly then disappears. You can rarely fluke it and sometimes after multiple clicks it works normally but mostly the drop down menu just disappears.
This only happened after using CC cleaner and malwarebytes to remove a bad virus infection.
Also if I happen to double-click while attempting to choose a format (as the menu disappears) the computer goes into a strange feedback loop and becomes unusable till eventually it stops by itself.
Pretty weird huh?
Sure hope some brilliant person on here can help me! Windows 10 on a Toshiba Qosmio laptop.
