Samsung Laptop Won't Boot with USB or CD 0xc000000f error

I am using a Samsung xe700t-a05us and got an 0xc000000f error.

IT WILL NOT BOOT USING ANY METHOD.

When selecting the Recovery Option from error screen it reboots to the error message. Recovery Partition and Troubleshooting options do the same.

When booting from a bootable USB with Windows 10 .iso, I get a loading screen with the spinning circle for hours.

When booting form a bootable CD with Windows 10 (Official Microsoft CD), it loads the windows files (progressing load bar) then the the screen blanks out and it does nothing for hours.

My USB will boot to ubuntu prompt with limited commands (I am not familiar with command prompt repairs).

How can I repair the MBR or reinstall Windows 10 with this situation?

If I am correct, that means your hard drive is the issue, but I would suggest creating the install with Media Creation Tool

Also make sure that you are using UEFI.

That doesn't explain why I can't boot from a USB, which by the way was created using the Media Creation Tool!
OK... hmm can you get into a Command prompt?
Yes, from the USB drive with an ubuntu grub> prompt. BUT I don't think its a DOS prompt--can't use a DIR command. Available commands, are limited to ubuntu commands. I am NOT familiar with these.
OK, to confirm, you use the boot menu to specifically run the USB drive that has the Windows installation that the MCT created?

If you don't have anything on the drive that you need, I would try installing Ubuntu and see if you get the same issue. If you do, then most likely the hard drive is the issue.

Correct! So....why can't I boot from it? It loads, but "spins" for hours.
