I'm not sure what PC Doc you are referring to, if it's the so called free diagnostic program downloaded from the net, it is adware.
But first, are you sure you are in Safe Mode? Does it say so in all 4 corners of the screen? If not it's a video driver problem.
In any case a quick fix might be to do a registry restore. To do this, press and hold the ctrl key immediately on startup. You should get a Boot Menu with a "command prompt" option. Select that. At the c:> prompt enter
scanreg /restore
then use your arrow keys to select a prior started registry from one of the first 4 displayed.
These instructions do not apply to Win95. If you have WinME you can run scanreg /restore from Start > Run. Or you can do a System Restore by running msconfig and selecting "launch System Restore".
