Run A dll AS AN App?

My computer is infested with Adware and popup supported software and I have done everything to delete it but to no avail. Recently it seems that I deleted a program while scanning for adware software and deleted a system file by accident. Now everytime I try to run certain programs it gives me this messege and tells me if I want to send in an error report,

"Run a DLL as an App has encountered a problem and needs to close. We are sorry for the inconvenience."

How can I fix this?

This is the error signature

"AppName: rundll32.exe AppVer: 5.1.2600.0 ModName: rundll32.exe
ModVer: 5.1.2600.0 Offset: 00011000"

also this

"The following files will be included in this error report:
C:\DOCUME~1\new\LOCALS~1\Temp\WERB5.tmp.dir00\appcompat.txt"

Any help is appreciatted.

Welcome to TSG

Go to http://www.merijn.org/files/HijackThis.exe and download 'Hijack This!'.
make sure it is placed into it's own folder, not a temporary folder. Then doubleclick the Hijackthis.exe.
Click the "Scan" button, when the scan is finished the scan button will become "Save Log" click that and save the log.
Go to where you saved the log and click on "Edit > Select All" then click on "Edit > Copy" then Paste the log (in the security section)
It will possibly show issues deserving our attention, but most of what it lists will be harmless or even required,
so do NOT fix anything yet.
Someone here will be happy to help you analyze the results.
