What you have posted does not help to answer the question
Whether the larger size of the 3070 will fit depends mainly on the space available in the case
However are you sure the motherboard is an
asus z590 phantom gaming 4
ASUS
as I do not think Asus actually MAKE a board particularly called what you post

The other problem is that there are many makes opf card with the 3060 chip
For instance the Gigabyte one
GeForce RTX™ 3060 GAMING OC 12G (rev. 1.0) Specification | Graphics Card - GIGABYTE Global
is
L=282 W=117 H=41 mm

moving to the 3070 lets take Gigabyte again as an example
GeForce RTX™ 3070 GAMING OC 8G (rev. 1.0) Key Features | Graphics Card - GIGABYTE Global
L=286 W=115 H=51 mm

so as you can see you need to check WHAT size the 3060 you have is
and what size the 3070 you propose is

You can then measure if there is enough room
Returning to the board
If we take an example from the ASROCK board x590 phantom gaming 4
ASRock > Z590 Phantom Gaming 4

we find it is full ATX form factor
ATX Form Factor: 12.0-in x 9.6-in, 30.5 cm x 24.4 cm

so in theory there should be no problem fitting in a 3070 but you need to check as it depends - as mentioned at the start - largely on case room

you are correct it's a asrock z590 phantom gaming 4 that I have and the gpu I have is a single fan standard GeForce rtx 3060 and the new 3070 is a Rog strix 3070 3 fan. With regards to my case it's huge and has plenty of room but I'm not to clued up on pc's it's a lian li one many thanks Michael
A 3070 needs at the very least a 650W quality pw supply; 750W if you go with the ti.
Here is the spec sheet for the 3070; GeForce RTX 3070 Family | NVIDIA
Do not try and go cheap on the pw supply.
ASUS recommends a 750 watt power supply.

ROG-STRIX-RTX3070-8G-V2-GAMING
ROG-STRIX-RTX3070-O8G-V2-GAMING
Dimensions
12.53 " x 5.51 " x 2.27 " Inch
31.85 x 14.01 x 5.78 Centimeter

Recommended PSU: 750W
Power Connectors: 2 x 8-pin
Slot: 2.9 Slot

ROG-STRIX-RTX3070TI-8G-GAMING
Dimensions
12.53 " x 5.51 " x 2.27 " Inch
31.85 x 14.01 x 5.78 Centimeter

Recommended PSU: 750W
Power Connectors: 3 x 8-pin
Slot: 2.9 Slot

I have a ROG-STRIX-RTX3060TI-O8G-V2-GAMING card. It's exactly the same size as the ROG-STRIX-RTX3070 and ROG-STRIX-RTX3070TI cards.

Make sure you measure the available space. These are big cards.

With three fans it should run quieter than your single fan RTX3060.
