RTX 2060 or 2070 Super

Can anyone tell me if either of these cards have loud fan noise when running? Thanks for reading.

You need to be a LOT more specific when you ask a question. Those cards have a lot of different fan configurations; some have two fans, some have three fans and a very few even have a single fan. Post a link to what exact card or cards.
Next all modern video cards have the ability to go to zero fan speed when not under a load SO it would depend on how you use the card. As you can see from the pic, right now my video card fans are stopped.

Sorry about that, I've been reading so much I just overlooked being more detailed in my question, and without giving it much thought I posted prematurely, apologies.

I'm considering the Nvidia RTX 2060 Super or RTX 2070 Super, if and when they are available. I would like to upgrade my GPU, I'm not a gamer, I do real estate photography and use Lr & Ps extensively. Moving towards more 3D and video editing and wanting to upgrade. My build is very silent and would like to keep it that way, hence my question. At the moment I have an MSI GTX 1060 6GB, fans only come on when detects high usage, so far I've never had that happen. Ps is moving towards using more of the GPU then in the past. Below are the RTX's I'm looking at along with my build specs I did last year. All new except for the MSI GTX 1060, took that from a previous build I did a couple years earlier, so its about 4yrs old. Contacted NVIDIA Tech Support & they weren't much help answering questions, tech sounded half asleep & couldn't care less so I decided to ask the forum. Some of my questions are: Are the Fans Loud? Are they programmable? Can I set a fan curve? Is there an Auto detect that activates the fans at a certain temperature? Is it a Plug & Play?

Hope this helps clarify my intentions moving forward, any advise would be helpful, Thanks...

Video editing is more processor intensive than video card intensive. IMO you can do whatever you need to do with your current video card.
Yes, you can set a fan curve with just about any modern video card.
If you have a lower end processor, you might consider upgrading that [for video editing] rather than installing a new video card.

Sorry for not responding sooner, had a family emergency. My processor is a i9-9900K and its plenty enough for video editing. Just knowing Ps is moving towards using more GPU power and considering doing video editing I only have a GTX 1060 and wondering if its enough. I didn't know what is the minimum to start. I personally feel that I'm probably ok and sticking with what I have is probably just fine. Thanks for your input.
Your video card is fine for editing or rendering video.
