I would first try to isolate if either or both of the applications are the problem. Disable Email protection within Norton Antivirus and disable the firewall. Then try sending an E-Mail to yourself. See if the send and receive functions are working properly.
If so then activate your firewall and try sending receiving E-Mail again.
If still Ok then Deactivate the firewall and Activate Norton's Incoming scan and try send receive again. Then activate Norton's outgoing scan and try send receive.
Finally turn back on Firewall and send receive again.
Let us know what you pinpointed and from there we should be able to dig further.

PS: Go Slowly on the Sending and Receiving of E-Mails to yourself leaving a couple of minutes time in between. Some ISP's can detect unusual rapidly repeating patterns and stop the communication. This procedure was incorporated to help prevent the "Denial of Service" (DOS) attacks that were happening awhile back.
