Tried to install new printer. Got alert: "Spooler Services Not Running." Could not restart. Applied "Regcure" ; Smart PC Fixer" & "Tweakbit Repair Kit." still got Error 1067. Tried to restart in "Properties" Succeeded in getting Spooler to indicate "Running" But despite this, the Printer set-up still failed. When I returned to list of Services, Spooler Services" no longer running & Restart still aborts prematurely.

It's my guess the Windows operating system that's running in your computer is damaged and is wreaking havoc.
A clean reinstall and fresh start may be your only option.

I strongly advise you to stay away from registry/file "clean/boost/ optimize/tweak" type programs.
This is probably the main reasons for your computer problems.

What's the description(brand name, model name, model number) of your computer?
What's the description(brand name. model name. model number) of your new printer?
What Windows version(XP, Vista, 7, 8.1, 10) and bit number(32, 64) is running in your computer?
