Rename MP3 Based on Meta Tags

Is there a free or inexpensive program that can rename a whole folder full of MP3 files based on the file's metatags? No matter what the current filename is, the new file name would be in the form of the contributing artist's name, a space, a dash, a space, and the song title.

The program would need to be able to handle ...

1) Two songs that would end up with the exact same file names. (Maybe have an option to add a -2, -3, etc. at the end of the file name.

2) Characters in the song title tag that are not allowed in file names. (Maybe replace them with an underscore)

3) Occasional missing metatags. (Maybe leave filename alone if either tag is missing)

It looks like it would work for me. The digital fingerprinting would be a big help sorting through songs that are multiple versions of the same songs (acoustic and electric guitar versions of Eric Clapton's Layla). It even looks like it could help with picking the better versions (higher bit rate) of the same recording.

I am seeing the regular $39.95 and discounted $27.97 prices for a one-year subscription. The site mentions a "One-Time Purchase license", but I can't find any information on what that price is. Did you see any information on that?

EDIT: Looking around the Internet, TuneUp Media folded in 2014 and was reborn under new management with the original founder, or something like that. Seeing comments from people wishing the new company fixes up the previous buggy versions.
I had a chance to play with this over the weekend. It's works pretty well from what I've seen so far. A lot easier than the last time that I recall taking on this project and using mp3tag. I liked mp3tag, but it wasn't really automated. I recall having to do a lot of the work myself.

The One time license, I believe was only on the older version. In the FAQ, there is a question regarding if the One time license would be honored with the "new" company.
That may be enough to put Tuneup Media at the bottom of my list of choices. I avoid subscription software unless there is absolutely no other choice in the matter.
I don't blame you. I usually find a free option as well. At the time that I was looking (around Black Friday), this was one of the few tools that looked to do exactly what I wanted, plus it was on sale at the time.

Keep us updated on your quest. It's always good to know about other tools.
