If you want to do it the best way, you would lose information, but it's better.
create a startup disk and save any important stuff on cd or floppy.
Boot the computer with the startup disk and cdrom support. Format /s the drive. Then make a win98 directory on the hard drive. Copy the files in the win98 directory on the win98 CD into the win98 directory on the hard drive.
then restart the computer and run setup off of the hard drive. If using an upgrade cd and doing a cd check, you would need to load a cdrom driver before running setup.
The easier, but not as good of a way, is to just stick the win98 CD in and reinstall Win98.
Also, if you are going to just do an over-install, and you've upgraded Internet Explorer, uncheck the box to have that part re-installed, otherwise you'll be putting an older version overtop a newer version and will end up with problems.
