Registry Modification

Hi,
This is what I want to do with my registry,I have a problem with someone deleting my visited URL'S (Windows History),,and The "Temporary Internet Files"..I use Windows Me and the option to delete the history and TIF's are as simple as clicking a button! I want to edit my registry so these 2 files cannot be deleted,,even by clicking the delete history or delete files button. I know quite a bit about my OS except tinkering with the registry! I've tried several backup utilities so I could at least have that when they're deleted,,But even that's being removed! My computer,well at least this one is used by several people,and I don't want to have to do the settings thing for each individual..I simply want to fix it so none of these files are deleted at ALL..Can anyone help?
