is there a way to completly get rid of it, or at least stop it from making shortcuts to my programs and files

Assuming you use the XP Start Menu which is the default, rather than the Windows Classic menu view try this, right click on the Start button and choose Properties. Then click on Customize and you should see an option to Clear the list and then set the number to zero.
