RAM, I need help!

Hi! So I've bought already used laptop, it's working fine it's not laggy at all but I have issues with RAM. So I am a gamer, let's say, not a hard core one but I love playing games. I know a lot about computers in general but hardrivers and softwares are not my the greatest area so as my English. Nevermind, I need an advice about RAM.
My laptop specs(nothing special):
Processor: Intel(R) Core(TM) i5-2520M CPU @ 2.50GHz 2.50 GHz
Installed RAM: 4,00 GB (2,91 GB usable) - the issue
System type: 64-bit operating system, x64-based processor
So as you can see my laptop is 4GB RAM but it's only 2,91 available. How do I increase this or unlock all the 4, or even 3 because it's starting to lag. I'd love to completely delete everything from this laptop and start over but I'm a student and I've got a free office package and I need it.

Please help and no hard jobs because I don't want to something up haha.

Model F5521gw
Dell laptop if that is important
What is the exact 7-character "service tag" number on your Dell laptop?

F5521GW appears to be the model number of a mobile broadband device that may be in your Dell laptop.
Hi DeadlyIris.
I have removed your abbreviated swear word.

Please remember this is a family friendly forum.

That's likely because some RAM is allocated to onboard graphics. Also, bear in mind this CPU is nearly 12 years old and certainly won't hold up that well for many modern games.
And the operating system. It's called system overhead.
