No, I have never needed to use it.

But as it is from MS, one assumes that by following the detailed instructions regarding having no programs opening, it *should* work.

Why do you need to change the volume ID?

when i open it a dos prompt comes up for 1/4 second and thats it...does it matter why i need to?

Start, Run, CMD

If that opens and immediately closes, you have a problem with your machine that should be addressed first.
