Where can I find the brand or output of the power supply for my year-old Dell Dimension 4600? I need to know if it's powerful enough to install an ATI Radeon 9700 Pro card. I also need to know where I can determine if my AGP is 8x. Thanks.

DELL's are pretty proprietary with their power supplys so if you want to add a higer rated one you will have to buy from them. You can take the PSU out of the case and read it's ratings and I would bet it is below 300W. I would get a bigger one if I were putting that card in or doing any other upgrades later.

The motherboard should have a 8X AGP port from what I found.

As mentioned your powersupply is likely under the 300/350 WATT that ATI recommends to run their video cards. Unfornately you can't just buy a standard ATX powersupply for many Dells as they don't have the same voltages on the same same pins as normal ATX. However not all powersupplies used by Dell are properietary so you should check with DELL.
