Only if Vista is installed in a virtual machine or the external drive is eSATA or SCSI.

You can't install an operating system to an external hard drive and have the system boot from that. TechB is referring to software such as Microsoft Virtual PC. Here's a link.

You would install this software on your computer and then use it to install Windows Vista on any drive you'd like. To use it, you'd boot to your current operating system and then run Microsoft Virtual PC and use Windows Vista.
