PNCRT.DLL & Asbrowse ?? are they and their functions?

when I start my computer it states that abrowse isn't working and that it can't find DLL or PNCRT.DLL what are these programs and what do they do. it also says check my parameter how do I do that and what does the parameter do? Thanks for your time God Bless.
