Pictures not opening in e-mails sent

All,
I forwarded some e-mails with some pictures and when they tried to open them the words came up but no pictures in the e-mails. It just shows a box with a small square in the top left corner where the pictures are suppose to be. I do not understand why the pictures do not forward. I use IE in Windows XP. Also Outlook Express. Please Advise.

open outlook express and click on tools / options / security /and uncheck the box that says " Do not allow attachments to be opened or saved that could potentially be a virus "then click apply.
