PC won't power on - dead PSU? Video in description

PC shut off without warning while gaming (Back 4 Blood). Nothing else running besides Discord. I'm talking full black screen, not even a bsod. Running Windows 11. Wouldn't turn back on. PSU (Cooler Master MWE Gold 550W) makes a "tick" sound when I try. The PSU fan does seem to spin for a second.

Fully rebuilt the whole system using a brand new motherboard (B450 Tomahawk Max -> brand new B550A-Pro), and outside of the case which is an NZXT H510 Elite.

Only attached the CPU (3700x), AIO (Kraken X63), RAM (2x8GB XPG Spectrix 3200 cl16), and SSD (Crucial P1). Jumped it with a screwdriver to the power switch header on my motherboard. Same issue.

Added GPU (ASUS Dual OC RTX 3070) and same issue. The GPU light flashes momentarily.

Also tried switching the RAM sticks, only 1 RAM stick, unplugging and replugging all the PSU connectors, clearing CMOS (removing the mobo battery for a minute), and disconnecting all USB devices. Seems like something is shorting it but I don't know if my PSU is just straight up dead after a year.

This issue has happened before of not being able to boot. I rebuilt it outside of the case and was able to jump the power switch to boot it reliably. I then rebuilt it in the case with front panel/hd audio/front panel usb connector disconnected (because I thought the case was causing the short). I have since left the PC on for a couple weeks in fear that it wouldn't boot again if I shut down. That was until this happened again and I can no longer seem to boot it up.

Any help is appreciated!

Running a 3070 with a mid-range 550W pw supply is just asking for a problem. You are 100W below minimum spec on the pw supply. Here is the spec sheet for a 3070;
GeForce RTX 3070 Family | NVIDIA
If you have been running like this for some time, it is not surprising the pw supply failed. Running below minimum spec on a pw supply is analogous to running the engine in your car at full throttle all of the time. How long do you think it would last?
Personally, I never go with min spec on anything. If this were me, I would be installing a 700~750W high end pw supply.

I appreciate your honest feedback. In hindsight, I shouldn't have listened to a gamers nexus video on "wasting money on power supplies". I just don't know for sure if it's actually my PSU that's failed in this instance. It had been running for about a year like this.
The best way to test a pw supply is to swap in a known good unit. You do not have to fully install the test unit; simply connect atx, aux/cpu pw, and video pw. Hit the ON button and see if the board will POST. There are pw supply testers however unless the tester applies a load to the unit, it is worthless.

Update: it was the PSU. Replaced it with a Corsair TX650M and it booted up like a charm.
