PC underperforming, possible fixes?

Hello all,

i recently upgraded my pc from a rtx2070super to a Zotac 12GB D6X RTX 3080 TI Trinity OC. My other specs are:
-Intel core i7-10700K, 8x 3.80GHz
-ASUS TUF GAMING Z490-Plus
-16GB Corsair Vengance DDR4-3000 RAM
-Solid State Drive SSD and SATA III HDD
-700W BeQuiet! System Power 9 80+ Bronze
-Corsair H100i Pro Cooler
-4x Fan cooler

I use this setup for gaming on a 144hz 1440p Monitor having a second monitor 1080p and 144hz connected but not for gaming.
Now my problem is that in terms of performance (for me ingame FPS matters ) my system is not performing as well as expected. better than before but still about 10-20 fps below what should be possible with the gpu and cpu depending on the game a bit as well. running userbenchmark it says some components are performing less than expected, but that could be caused by the comparison to other overclocked systems, since i dont overclock my cpu and gpu further. I checked all my settings in windows 10 are optimized for gaming as well as up to date drivers and nvidia control/experience settings and drivers are also optimized and up to date. My system is virus clean, since i just wiped it and did a complete reinstall.
all components are undamaged, clean and installed correctly.
I noticed using the msi afterburner statistics, that while running a game (AC Origins as example) the gpu power usage is at 92% and not 100% and the power draw is about 320W which seems fairly normal to me, for Cpu it shows only 50W though which is weird to me, maybe i interpret it wrong? it usually should be above 100W i guess. But will that slow my performance and not just crash my system immediately? the Gpu and cpu thread utilization seems absolutely normal. Temperatures are also normal.
My explanation for now is that 700W is close to the limits of my system ( i dont know if that just can limit performance without crashing it all) , thats why i already ordered a 1000W gold PSU. and for slower harddrive and ssd, it should mostly affect loading times and maybe stuttering, but not the average FPS?

Is there anything i missed out so far that i could try? it hurts a bit that with this gpu and cpu i get 10-20 fps difference to other comparable systems on same resolution and same in game settings.
I have a clue about computers but i am really not an expert :) Hoping for some help here.

little update, have solved my problem. i had only a single 16GB RAM stick, which prevented me from using the dual channel RAM. This cost me on Avg. 15-30 FPS depending on the game. Also i will try out to overclock the RAM and CPU a bit when the new PSU arrives.
