PC turns on, fans spin but no display, keyboard/mouse, etc

So I recently attempted to upgrade my PC (i5, 1660 super) from an Intel i5 to an Intel i7, and upon turning my PC on, it runs but has no display, my keyboard and mouse don’t turn on/light up, etc.

I’ve tried almost everything under the sun to try and get it to work. I’ve made sure that my CPU is compatible with the motherboard (It is), that all pins are properly in place and the fan is properly seated. I took out the battery in the motherboard and let it sit for a few minutes before putting it back in. I unplugged the PSU and plugged it back in. Reseated the Ram. Nothing has worked so far. I have no clue what to do. When I plug my i5 back into the PC, it still doesn’t work, so it’s not a faulty CPU.

Please, any help would be great.

Specs:
Intel Core i5-9400F 2.9 Ghz 6-Core Processor
ASRock B365M Pro4 Micro ATX LGA1151 Motherboard
Silicon Power XPOWER Turbine 16G (2x8GB) DDR4-3200 CL16 Memory
Klevv CRAS C710 1Tb M.2-2280 NVME SSD
GeForce GTX 1660 Super 6 GB OC Video Card
EVGA B5 550 W 80+ Bronze Certified Fully Modular ATX PSU

You say the Intel Core i7 processor that you attempted to upgrade to is compatible with your ASRock B365M Pro4 motherboard, but you omitted some important information.

1. What is the description of the Intel Core i7 processor that you attempted to upgrade to?

2. Did that Intel Core i7 processor require a BIOS update before making the upgrade?

3. Which BIOS version is currently in that motherboard?

It's a 9th gen Intel i7, my friend has the exact same motherboard with an i7 and I got the same one as him.

I believe that it did, but i'm new to PC's and didn't do it. However, I tried to return the i5 into the PC and it still wouldn't turn on, so I cant complete a BIOS update anyways.

As Frank points out, you need to post the exact processor you attempted to install. Next did you pull the motherboard out to do the swap OR did you attempt to do this with the board in the case?

While asrock does build some very nice boards, yours is a micro board. Those are not performance motherboards and are generally suited for basic builds ie onchip video, running office, etc. While this does not affect your issue, you should be aware of this fact.

Hi, sorry. I'm new to PC's and not as knowledgeable as I would like to be. I swapped the CPU with the motherboard in the case.

I was totally unaware of this as I just followed a youtube video and it did it inside the case.

OK, if you are sure your processor is a 9700K, that processor is supported from the release bios on so no need for a bios update.

Here is what I would do;
1 Pull the board out of the case
2 Install the 9700K and be sure you do not have any bent pins in the motherboard socket
3 Do an out of case build with just the video card installed. There are detailed instructions in the sticky at the top of the page under "Problem builds"
If the board will POST during the out of case build, then carefully reinstall in the case. If it does not POST, you now know you broke something and you will have to swap parts with known good units ie motherboard, ram, etc.

If you had been successful in making the CPU upgrade, it would've been a nice speed/performance boost.
Hopefully, you didn't damage anything that's going to require a new MOBO or CPU or both.

You're in good hands with crjdriver, so I'll leave you with him.
