PC Turning On Issue

When trying to turn on my pc, it doesnt turn on, i push the power button the system turns on as if power, CPU fan starts up and all, but there is no BEEP, and monitor stays off, it just hangs there and thats it. you have to turn it off the turn back on for a few time (it varies really can take 1 min to 30 min) then it might beep and turn on. Could it be an issue with RAM.. i put in a 512mb (pc2700) and a 512mb (pc3100), could this be the issue? but before u answer that if i remove any RAM stick it still does the same thing? what could be the problem?

yeh it started to happen after i put in the new RAM.. but not much only occasionally, wouldnt turn on, now everytime u try to turn it on it wont, u have to try for a while on and off then it might come on.

i took the RAM out and tried it how it was before and still no go,
unplugged the IDE cable from my second HDD still no go.

Do you think updating the BIOS will help? even though it doesnt even get to that stage yet.. (remember when i turn it on, no BEEPS sound just the power comes on eg, FAN, CPU fan, LEDs but thats it no activity what so ever) ??!!

no ive got the old one in along with the new stick.. i take out the new stick and leave the old one in and still no go...

there r no error messages, cus it doesnt go through any BIOS activing or POST. no BEEPS aswell. the monitor doesnt even switch on.

i`ll look into it further and post a conclusion if i dont throw the pc out the winodw.
