PC fails to reset

After an hour of waiting... my laptop ALWAYS fails to reset. I am sure something is wrong with my hard drive... PLEASE HELP!

Do you mean Shut Down and/or Reboot?

Also we'd need a bit more information. Make/Model etc. etc.
