I have a USB external HDD using NTFS under Win XP Pro. I would like to divide it into 4 partitions. Is there any free software that can help me partition the HDD when it is plugged into the PC? I thought about Gparted, is there anything else that's free?

Is there data already on the disk? The most reliable thing would be to copy the data off, partition it with Windows, and copy the data back on. :)

Ok, in that case, you don't need any extra software. Just right click on My Computer, Manage, Disk Management, and do the trick there. You can Initialize, Partition, and Format the disk for use. I recommend the "quick format" option unless you're patient. :D
