Outlook Send problem

I have a POP3 account in Outlook 2002 (sp-1) that …I can receive on the account but cannot send. (I can send and receive if I were to use a web based browser like NeoMail) I have tried in both outlook (my primary mail which works well with two other pop3 addresses I have under another domain – different server) and outlook express (set up a new account) I also tried setting up a new account on the server, and all emails on this domain end up the same way, It will connect to the outgoing server, and then it says it gets no response, to check the port and SSL information. (everything is set at default). anyhone have any ideas?

I do not have a firewall persay...only the one built into windows xp. I am running Norton Systemworks pro 2003 but can't find anything in there that would not let me connect. It works fine with my two other accounts (on another server - different host).

How do I go about pinging the mail server?
I had a friend set up the account on their computer, and it works fine. so it is something in the settings or programs on mine. the setup was exactly the same...but mine wont send! I'm a single computer - home user - no network, no firewall. confusing!
I tried melodi's suggestion, still won't work. I also disabled NAV, and the XP firewall aith no success. and for Rockin, I emailed tech on the server, and they say everything is standard on the Port (110 & 25). There has to be something I am just missing, but what??? thanks for all the help!
