Outlook Express problems

Hey y'all:

My Outlook Express has been giving me the following error messages, and no longer functions properly:

msimn.exe has generated errors and will be closed by Windows. An error log is being created.

I tried downloading the new internet explorer 6 from the microsoft website, but I'm getting problems when I do that (my downloading says the following when I try it:

Setup was unable to download information about available installation sites.
Setup may have been unable to use your current proxy server settings. Click Advanced if you know your proxy settings.

I know a bit about computers, but I'm lost - any help would be appreciated.
