Well, judging by your post, your more than a little frustrated with the program, so the obvious guy says "dont use it". But, you are curious, so here goes...

Q=Are you by any chance running a router (such as a linksys), with a firewall?

If you answer no, have you verified your account settings in outlook express?

If you answer yes:

Q=Do you connect with cable or adsl?

If you answer no, have you verified that your dial up number is correct for your mail server?

If you answer yes:

Verify that in your email accounts list, you have used the proxy address instad of the local.
example of this is: as your smtp and pop mail connection, you could type in shawmail (if shaw was your isp), however if you use a router with a firewall, you would not be able to connect as the router is looking for that in your domain.
You would need to use the proxy server name of shawmail.cc.shawcable.net in this example, for your router to connect to the service.

So a few q's for you to answer....

Your connection type is? (dial up, cable, adsl...)
Your isp is? (@home, at&t, shaw..)
Do you use a router? (model number, manufacturer, approx age)
In outlook express, click tools-->options, accounts, post your POP3 and SMTP settings (not email address or password, just the connection you have entered in those fields.
