Outlook.com forward feature is broken?

I filled in the email address and checked both boxes, but since there's no "Save" option, it doesn't get saved. Is this feature broken?

Which browser are you using with Outlook?

I tested this out on Brave, Edge & Firefox and they all worked properly. Are you sure you're entering a correctly-formatted email address for forwarding?

This is how it looks on mine. Just on the off-chance, can you change your screen to a higher resolution temporarily? I'm wondering if the lower half of the dialogue box just isn't showing up properly because of that.

Hold down the control key and keep pressing the - key to reduce the screen size.
You should eventually see the Save and discard buttons.

I went all the way and there wasn't any. Could it have anything to do with the fact that it's a new Outlook account?

Yikes that is weird indeed! can you use another browser to ensure it's not Microsoft Edge? Being a new account should be the case, unless they are preventing new accounts to do forwarding straight away... which I haven't heard of.
Worse case, you can always contact Microsoft Contact - Microsoft Support if the issue does follow on other browsers. I would also recommend trying another computer or phone/tablet and see if you get the same issue.

Before I could change settings, I get a popup to verify my account using the recovery email address. Did you get this popup?

Yes, and I successfully submitted the code.
I can't do anything for 30 days!
First, the code never came through on my recovery email so I changed the email. Support told me that it would change in 30 days. (I haven't a clue why it takes so long just to change the recovery email.)
I did respond to the email telling "support" that I did indeed initiate the request to change the recovery email and I outlined why I was forced to do this. I also asked if they could speed up the process and make it sooner than 30 days because basically, I can't change any settings until the 30 days is up.
So if the issue travels with not only browsers on the same computer, but also on a different device, then the issue will be with your account. It seems that other users have been able to contact Microsoft via the Contact Us page.
