OE,IE, problems missing MSOE.DLL - do I call Dell

I installed child software. Messed up my puter big time. When it was installing it asked to upgrade ActiveX to 8.0. Said yes. Program ran fine. Later went to check email..TROUBLE!
Cannot use IE..get blank page with toolbars but can't use.

Outlook Express windows say: #1 One or more of this message could not be displayed. #2 There was an error opening this message" #3 "could not be started. It may not be installed correctly. Make sure that your disk is not full or that you are not out of memory". #4"OE could not be started because MSOE.DLL could not be initialized".

Tried to open help from start menu: Message: Cannot open the file:mk:mad:MSIT STORE: C:|windows\help\windows.chm

Cannot run NAV but appears the updater works.

Problem with Internet Options

Security tab: missing stuff, here is what's in it:
empty box where there should be icons for Internet - Local Intranet - Trusted sites - Restricted Sites
Zone name is blank
No buttons work to default level mostly everything is missing.

Cannot save from floppy to folders...something with data?

Have already done that.
Couldn't open that page. Have downloaded MSOE.DLL (624KB) from http://www.5starsupport.com/info/dll.htm. Am using daughter's computer which has the file (1147kb) but it is WIN ME, I have WIN98se. Don't know if this would hurt..wait for your reply.
Finally back..and on my own computer!
Did not have to download the file. After all the problems I was having, I unplugged my cable modem and then disabled NIS '04 because I couldn't get part of it to come up on my screen. Missing parts of the window just like in the IE options/security.
This enabled me to find the missing MSOE.dll thru help. Also brought the IE options/security with entire window up. I could drag files & copy to floppies. All of this somehow was affected. Then enabled Norton, scanned for virus & plugged in my cable. Everything seems to be working now - GO Figure!
Anyway, in the past I haven't always been able to bring up my home page or email & had to shut down & unplugged the cable..all since changing from ISP to cable..but I also installed Norton right after that. I will uninstall Norton soon & reinstall it per previous post & I hope this solves my problem.

OH, one other question: Do you think it is safe to download SideStep? Have read their user agreement & it doesn't say anything about adware but thought I heard it had it.

Got this when trying to download SideStep even with NIS disabled.

I disabled NIS when I tried downloading. Still can't download. Can't be the adblocking in NIS that is stopping me. Even changed my security to low. Guess I don't have to have it.
