No beep, no boot, fans spin (with pictures)

I have a OLD abs desktop (ABS Desktop PC Dreadnought)

After years of using it, I recieved a issue.

I get no beep when it boots up. No display is working. Fans are working, lights are on. Usb ports works. However, no beep and no startup just a black screen. No bios either. Not a single display. And no my cpu does not have internal gpu.

Gpu: gtx 750
CPU: FX-6000 Series FX-6300
Power supply: Cougar SL 400W

Hello and welcome to TSG!!

How do you know the PSU is good? Did you swap another in its place?

Try unplugging and reconnecting all connections, especially the motherboard power plugs. Reseat any cards and RAM modules. All this should be done with the system AC power disconnected!

I tried this, doesnt work. I replaced the PSU with a new one (same model) same issue. This computer worked with this psu for 8 years. Now the computer has no beep, and no display.
That is some pretty old hardware AND the AMD chips of that era were not the greatest even when new. It is not cost effective to repair hardware of this age however if you really, really want to give it a try, do the following;
1 System OFF and pw cord removed from the pw supply, press the ON button 2~3 times. This removes any residual charge from the pw supply capacitors
2 Open the case and pull the pw connectors from ALL drives; both hd and optical
3 Pull out any add-in cards ie real sound card, raid controller, whatever. Reseat your video card ie remove and reinstall the card. Be sure it is fully seated in the slot
4 Pull out all ram. Blow the slots out with a can of air. Reinstall the ram and again be sure it is fully seated
5 Reseat both atx and aux/cpu pw connectors on the motherboard. Give both the socket and plug a close inspection. Look for any arcing, burn marks, etc. If all looks well, reinstall
6 Disconnect any usb device ie printer, hub, whatever. Leave the keyboard connected to a rear usb port
7 Clear cmos with the clear jumper. Replace the jumper to the normal or keep position
8 Replace the pw cord and pw ON. If the motherboard completes POST, shutdown and repeat to be sure it works. Now start connecting parts one at a time until you find the failed part. If the board will not POST in the above config, you need to swap parts with known good units ie ram, video card, motherboard, etc

All of this didn't work.

Fans spin, power supply is good, fan lights are on.

No boot screen, keyboard or mouse lights are not turning on acting like its not turned on when it actually is.

What i see on my monitor: No single (no display)

What i see in my computer: Fans spin, fan lights are on.

What did not work? The last part is to swap in known working parts ie motherboard, ram, pw supply, etc. If you swapped every part, you would know what part has failed.
Again, it is not cost effective to repair hardware of this age. The money would be better spent on modern hardware.
If you are basing your assumption regarding the pw supply on this

That means nothing. A pw supply has three rails ie 3.3V, 5V, and 12V. One of these can fail and the others will still pw a fan, etc. The only valid way to test a pw supply is by swapping in a known working unit OR using one of the high-end type testers that will test the unit under a load. Cheap pw supply testers are pretty much worthless.
