Windows 2000 WAN Network Folders Slow Connections

We have set up our PCs with Windows 2000, and each user has a personal 'area' on the network local to the users default location.

Usually this works fine, however, if we have a mobile user, who visits a remote site, with its own LAN, plugs in his PC to that LAN, his personal 'area' available via the WAN is incredibly slow.

I would like to set up offline folders in such a way that if the user connected to a remote LAN that Windows would realise that his personal 'area' was too slow to be usable and reverted to running via the offline folders option that the user would have synchronised prior to leaving his local office.

This in turn would not affect the running of his email, as the users LAN connection would allow the app to run normally (albeit slower than norm as it is accessing the email server over a WAN)
