Yes, data is written all at once to the disk along with the file table, it requires no special drivers to read the disk.

udf is used for packet writing, requires a driver for the disk to be read, and the file table isn't written to the disk until the disk is closed or ejected, therefore if something goes wrong before you close the disk all the files can be lost.
