Welcome to TSG Ishmael :)

Try this: go to Add/Remove programs>Windows Setup>Accessories>Details

You should see an entry for Paint there. If it is checked, uncheck it, reboot and return to add it. If it is not checked, check it and reboot.

You will need your Windows CD when prompted for a disk. If you don't have one, try entering c:\windows\options\cabs as the location to restore from.
