I purchased the computer on ebay ..I knew it did not have an OS but I didn't realize it had no Cd-Rom drive until I rcd it... Now I'm trying to purchase the CD-ROM but have been unable to find so far ... I was trying to set it up with just the floppy if that was at all possible Thanks Anna

Any, cheap Cd-Rom drive will probably work on that computer, finding one might be hard. You'd be better off, and it wouldn't cost all that much more to buy a CD-RW drive.
It's possible to load 98 using just floppies if you could do two things:
1. Find someone with a cd-rom drive and copy all the files from the 98 cd onto floppies.
2. The trick though, would be getting them in an order the would follow the setup program on the disk. You might have to use Google to try and find some help on that.

It would probably be far easier to just buy the cd-rw drive and install it.
