Mystery of the blank monitor

I have finished building a computer but I cannot get a signal on my monitor, easy enough right? Nope. I have replaced GPU, CPU, mobo, HDMI, and I triple checked all plugs are in and tight everything is getting power. But sadly my monitor refuses to even recognize a computer is even on. I've searched for a solution for weeks now and I've asked friends, Reddit, and even best buy and now I hope this group of people can put this PC limbo to an end.

My specs are a...
B450m-hdv
Rysen 5
Disk drive 2TB
8gigs of RAM
Power color RX 580

If the motherboard has a light on the board, does it light up?

Does the CPU fan spin?

Does the case fan spin?

Does the GPU fan spin?
You are connecting the monitor to the Graphics card and not the motherboard ?

What PSU do you have ?

lunarlander, my motherboard doesn't have a light but all the fans spin, power is reaching everywhere.
Do you have an old GPU ? Insert that and test if you see a screen. If it works then it means that your new GPU is defective.
