My screen is not sized correctly but at 100% zoom

I am not sure what happened but today when I logged on to my computer, everything has shrank. I have been messing with it all day and I am frustrated. The zoom is at 100% but everything is so tiny and it doesn't stretch across my whole screen as you can see in the picture. I am using IE 11 but it is the same way when I try to use chrome. Using windows 8.

Don't know what you mean by "everything has shrank" but suggest that you upgrade to 8.1 and get all the subsequent Windows updates and see if that changes anything for the better. By the way, your Taskbar looks like what I expect from 8.1.
Do you see all the dead space on the sides of my pogo window? It wasn't like that before. When I open a game now, it's so tiny I can barely see it and if I zoom in, it cuts off part of the game window. Also, a lot of the text is overlapping. I've tried so many different things. I've resized, changed the resolution, updated video driver, did a roll back. You name it, I've tried it. Whenever I change the resolution, I get a black border all the way around my screen and everything is still tiny. I could really use some help. I feel it has to be something simple but I'm missing it.

Oh yeah, I do have windows 8.1 already.
Thanks; I think I understand now.

If you are using an external monitor and if it has controls on it try resetting it to factory defaults.

Is it possible that Windows installed a different graphics (display) or Monitor driver w/o you being aware? If so, try rolling that back.
I am using a laptop with an external monitor. I did try to reset it and it didn't do anything. Also, this all started when I had downloaded a game that somehow made it where you click full screen and it was actually smaller than when it wasn't full size. I am thinking it did something to my settings somewhere but I don't know. I no longer have the game. It was a game from a trusted source so I don't think it's a virus, plus I have virus protection. I just can't seem to figure out the settings that are messed up.
If the laptop's screen still works do you have the same problem with it?

I think that you are right, but I'm not sure what to do next. When you go to the screen resolution settings is there a "Advanced settings"? If so, look around there and see if anything looks relevant.
The laptop screen is fine, no issues. I went to advanced settings and found nothing that helped. I'm at a loss.
Can you try the monitor with another computer?
Did that too. Looks the same on the other computer.
Then all I can think of is to try the reset on the monitor again.
