I was talking to someone on here about it and I would like for others to confirm this is my issue or explain to me how to figure out what is the problem in my pc

Yes 98 Centigrade is bad. There can be several reasons.
You forgot to apply thermal paste between the CPU and heatsink.
The heatsink fan is not working or is failing
Poor ventilation inside the case.
