My CPU temps are at 98-100c is this bad

I was talking to someone on here about it and I would like for others to confirm this is my issue or explain to me how to figure out what is the problem in my pc

Yes 98 Centigrade is bad. There can be several reasons.
You forgot to apply thermal paste between the CPU and heatsink.
The heatsink fan is not working or is failing
Poor ventilation inside the case.
You are posting in a hardware forum and no one has any idea what hardware you are running post ALL of your exact system specs. The TSG utility will help with most specs. Run it and post the output here.
Next you are using a third party monitoring program. IMO it is always best to use the motherboard mfg's monitoring program. It is purpose designed for that specific hardware. Since you have not posted what board you are running, it is impossible to tell you where to download the monitoring program.

From your screenshot, it appears you are running a 9700F. The max temp for that processor is 100C as per the spec sheet. What is probably happening is that the processor is overheating and throttling itself to maintain temp at the upper limit. Here is a link to the spec sheet for your processor;

Once you post what hardware you are running, we might be able to point you at what is causing the problem. Be sure and post the exact case you are running as well.

I see you have a Digital Storm Lumos. Are you the original buyer? Don't they come with lifetime support? Maybe you should try contacting them first.

The monitoring software is called msi center. I never use msi boards so I am not familiar with the program. Most (if not all) of the board mfg's programs are also overclocking programs. Do not make any changes; just use the monitor part of the program.

If you do in fact still have a warranty, then the very first thing to do is contact the builder. If you start messing with things, you can void that warranty.
