The real purpose for attorneys to give free advice:
1) They then can identify issues that are simple and take very little wind to resolve.
2) They then go to their state legislatures and propose new legislation that turns those simple issues into long winded versions.
3) They then fight over the interpretation and make a lot of money in the meantime.
