MSOE.DLL

I can't open Out Look Express mail program because a grey box pops up and says out look express could not be started because MSOE.DLL could not be loaded. I can't get into my mail program. I know something is wrong because I keep getting locked up. Please help

I reinstalled Outlook 6 again and I guess the problem is fixed, I may have made it worse in the long run.
