Greetings,

I've read the forum for this subject as it covered Windows 98 SE. It directed me to update my XP if using SP2 which I followed yet the missing file persists. Can you assist guiding through the fix for SP2? Thank you.

Oh. First remove it from the zip file. Then place it in C:\Program Files\Outlook Express folder

Thanks Anne for giving me the download. I moved into the Outlook Express folder and attempted to open OE but rec'd the same msoe.dll message that the file was missing. Should I put it somewhere deeper in the OE folder under one of the icons. Also, I modified Dword in the registry from 1 to 0 under instructions that it would then reinstall the program which it did not. FYI.
