I get an MS09.dll error message ("Error Starting Program") on every reboot. Can this be easily fixed?

and is that the exact error code

I get it each time the machine is started, or on every reboot. The window bar is titles " Error Starting Program", and I believe that actual error message is "Required file not found, MS09.dlll"

I just remembered - I didn't start getting this until I uninstalled MS Project. Ever since, I have been getting this error message when Windows ME starts.
