I have zapped (static electricity) my ps2 port on two different computers while plugging in a mouse. If that is what's wrong you can try a usb mouse. In the past when it happened to me, I switched to a serial mouse, but they don't make those anymore. If your computer is too old for usb support, you could find a serial mouse at a thrift store.

did you instal any drivers with the usb mouse ????
havce you looked in device manager and seen what state the mouse is - any yellow or red icons????
you could delete all the reference to mouse in the device manager and let windows re detect
also make model of PC / motherboard, may also be getting the driver and reloading
