Monitor Problems

I have a Dell CRT monitor and a Geforce GT 610 graphics card. I am using a Windows 7 operating system. The monitor is behaving strangely and I am not sure whether I need to change the graphics card altogether, clean the dust out of the PC tower, or replace the monitor. After I boot the PC, I have to push the power button on the monitor on and off several times before the monitor comes on, and even then, it could be gray, or dark green, or something else. (I will add that even when the monitor is completely dark, it's "on" light is on, and I can hear it make a static-y crackling sound as if it is coming to life.) Then I turn the monitor on and off some more until the normal home desktop/taskbar appears, and usually it will be extra dark or extra bright. At this point I either go to Youtube or Facebook to play a video, which seems to “wake up” the monitor or the graphics card. Then I “sleep” the PC for a few seconds, and then I wake it up, and usually the color will be correct after that. Sometimes the menu buttons on the monitor work, sometimes they don’t, and sometimes if I push one the monitor turns black or gray.

This has been going on for several months, with intermittent periods where there was no trouble at all. Now, however, the monitor is needing more power-button pushing to show any signs of life, and I want to solve the problem for good, if I can, with my relatively low budget. Any suggestions are appreciated!

First, it's a CRT monitor, so it's already ancient.

Second, if you have to touch the power button several times before it will even power on, the unit it faulty. A monitor should always power on, even if it's not connected to a computer.

If you need confirmation, test the monitor on another computer or a different monitor on that computer (keeping in mind that the problem is apparently intermittent).

In my opinion, it's time for a new monitor.

Thanks for your advice! I forgot to write that the monitor's "on" light is on, and I will hear a static crackle, AND the monitor will be black. So it's "on" but nothing on the screen. Does that change anything?

(By the way, I edited my post to clarify the bit about the "on" light.)
Yes and no. It could mean no video input (ie: no output from the computer). However, repeatedly turning the monitor on/off with the power button should have no effect on the computer video output (over VGA). Still sounds like a faulty monitor.
