When i boot up my p.c, the monitor does not come on, i have to keep switching computer on and off until the green light comes on the monitor sometimes if i leave it for a certain amount of time it will come on. Is this a video card problem?

It's hard to know if it's a monitor problem, video card problem or something else. You have to sort things out. If you can try your monitor on another system or another monitor on yours you and will get some useful info. You can also take your video card out and put it back in to make sure it is secure in its slot.
