Running Win98SE...purchased (CD) McAfee ISS7. When I try to install, it gives me a runtime error...and says "mis\enu missing"

I am at a loss...did AdAware, Spybot, closed all but Explorer, removed other programs and this should be a seemingly easy install.

Help, please?
